“Health for All” is a very beautiful and motivating social slogan which is raised by the Governments and is seldom realized in its true manifestation and perspective. Acquisition of basic health care and facilities is a basic human right but governments always find difficult to provide health to everyone. Paucity of resources has always been taken as a hindrance in the way. Even Governments of developed countries like America is unable provide health facilities to every one what to talk about the developing countries. Under the scenario the importance of non-governmental organizations (NGOs) has increased manifold as they are mostly engaged in social sector activities like provision of basic health care to a certain community / area / locality although it may be on a smaller scale. There are also some socio cultural berries, which do not allow government to deliver social services. Remote and hard areas remain out of the reach of the Government. NGOs have roots in the community and have edge to reach the communities in a better fashion. Governments encourage NGOs to help them out and like to join their hands with them for delivery of services.
With the above background, Shah Faisal Welfare Trust (SFWT) independent, non-political, non-profitable and non-governmental social welfare voluntary organizations aimed at making a difference in the lives of people and make a world a better place to live in intends to establish a hospital in Pattika-AJK. Pattika is located 25 km far from Muzaffarabad district of Azad Jammu & Kashmir. The population of the Pattika and the adjoining areas is about half a million. The whole region is extremely un-privileged greatly lacking in the accessible and latest medical facilities. According to the survey conducted recently almost all the people expressed their long lasting desire of having a accessible latest hospital so that they can live a healthy life, save the lives of their loved ones and not see them dieing helpless on the death bed and have shown their readiness for contribution in the form of money, material and labour. |

To provide space to the Government to deliver preventive services like EPI, AIDS, Family Planning, Malaria, T.B, Nutrition & Health Education. |

New Initiatives: |
| |
In addition to provision of medical facilities to the people, the following initiatives will be introduced: |

To provide the deserving patients, all medicines and tests free of cost by the hospital administration. Patients and their attendants will not have to run out for medicines. This will be the responsibility of the hospital administration. All medicines will be available within the Units and the Store of the hospital. |
 |
It is a well known fact that 60-70 percent patients do not go to Government facilities. Main factor responsible for under utilization of Government Facilities is Quality care and friendly atmosphere at par with international hospitals will be provided to the patients by the Medical and Nursing staff for which they will be paid at high standard rates. There will be no room for the staff whose behavior will be unethical. Patient will always be “Priority” and a centre of attention and will be treated as VIP. The patient and his / her attendants / relatives will be given due respect. For that purpose, a special “Behavioral Change” training will be imparted to the Medical and Nursing staff. |

There is no proper room for the attendants in hospitals. They have to face hot and cold particularly during night. To lessen the miseries of the attendants, a Hotel and Restaurant will be constructed in the premises of the hospital which will provide cheap accommodation and food to the attendants and other relatives of the patients. Free accommodation will also be provided to the needy people. For the purpose a big Hall will be constructed with hot and cold arrangements. The Hotel and Restaurant will also be a source of income for the hospital. |

A new initiative of Telephonic Service for medical advice will be introduced. Doctor will be available round the clock for delivering medical advice to the patients wherever applicable. In this way IT revolution will be cashed. This will save the time and traveling cost of the patients particularly in minor ailments. |

24 hour Ambulance service will be available for needy people free of cost. For this purpose sufficient Ambulances will be purchased and availability of Ambulance will be ensured at any cost. |
 |
Preventive care will also be accorded due importance. For this purpose, space to the Government will be provided to deliver preventive services like EPI, AIDS, Family Planning, malaria, T.B. Nutrition and health education. |

Doctors of the hospital or from the private market who well like to provide medical services in the evening will be allowed to make private practice in the hospital. They will seek agreement will the hospital for the purpose and have to provide reasonable share of their fee as decided by the board of Trustees to the hospital for utilization of building, equipment and other utilities etc. It will be a great source of income to the hospital. |

All of us at Hospital would be united in our pursuit of a single goal: providing the highest quality healthcare possible. But it demands more than our hearts alone can accomplish. We would rely heavily on the support of sophisticated technology; tools that enhance the science of medicine and encourage the process of healing. Technology is not an optional equipment, it is essential and we would be endeavoring o bring the most comprehensive and advanced technology.
Of course, we will never lose sight of the human side of medicine; the courage found in the touch of a hand or the hope inspired by an understanding voice. Our legacy is care, a concern for the individual and society. It won’t ever change.
The nurses important tool of caring, would be trained to provide with the best in nursing care. The staff is the most important resource. A knowledgeable and interested staff whether medical or support services, working continuously with the patient’s well being in mind, is the best guarantee for a good standard of medical care. |

Justification: |
| |
Health is a basic human right. Unfortunately the people of Pattika and the areas around it are deprived of this basic human right despite full effort of the Govt. AJK and Health Department owing to limited resources. Therefore, Shah Faisal Welfare Trust has decided to share the burden and take lead for provision of latest and accessible health services by establishing a latest 100 beded hospital in Pattika and surroundings is about half a million. Most of the people are poor, illiterate and unemployed having no access to basic necessities of life living in an unhygienic environment. For the reason the incidence of morbidity and mortality is high. Women especially remain at high risk of death. They have no access to safe delivery due to which their chance of death increases many fold. Infant mortality is also very high in the absence of proper medical care.
As a result the people have to go all eh way from Pattika and other areas to Muzaffarabad and then to Rawalpindi in serious cases. As mostly people are poor, they cannot afford to go all the way around or afford to have medical treatment. So most of them die due to the lack of proper awareness, non availability of proper medical facilities and financial resources. It has been long the with of the people of Pattika and adjoining areas to have a accessible modern hospital equipped with all latest facilities.
Muzaffarabad is the biggest province of AJK. Almost half of the population of Azad Kashmir is residing in this province, CMH is the hospital where some latest facilities are available and test results are authentic but their first priority is army personnel while in the District health Quarter and Tehsil Health Quarter the situation is miserable. Also there are some Basic Health Units (BHU’s), First Aid Points (FAP’s), Civil Dispensaries (CD’s), Rural Health Centers (RHC’s). E.P.I Centers and M.C.H centers which are only on papers and the one which are available are always short of medicines; qualified staff and necessary accessories and also the medicines provided are only for minor pain and fever on limited quota with no antibiotics. So most of the people are forced to come to Rawalpindi in serious cases for treatment and these are those who can afford and those who can’t they and their family members pass life miserably.
The population of the area where the hospital is proposed to be build, the areas around it any beyond it is about half a million while the available number of beds for this population is only 55 with only 10 doctors, no lady doctor, 8 lady Health Visitors and 6 nurses. It means that for every 10,000 patients only one bed is available and for every 50,000 patients only one doctor is available and other statistics are far more miserable. |

The project will be completed within three years. The project plans to start from 1st January, 2006 and likely to be ending on December, 2008 subject to the arrangement of full capital cost of the Project. |

Management: |
| |
Hospital will be a Trust and will be run by a Board of Trustees of Shah Faisal Welfare Trust, Hospital Executive Board and Executive Committee. There will be a Project Manager assisted by Deputy Project Manager, Assistant project Manager and other team member for hospital construction. Other necessary administrative and technical staff will be employed by the hospital as per the requirement. In this context an effort will be made to get the best among the available lot and to provide them with the required training and skill so that Hospital affairs are managed in the best of the fashion. |

Sustainability: |
| |

The sustainability of the project is ensured with a planned strategy of fund raising campaigns through out the world, where appointed representatives of the Trust shall do the needful. An executive board will be established for looking after such activities and the purpose. The members of the Board will be highly qualified, dedicated and experienced in their subjects and dedicated. Incentives in the form of good salary package, accommodation facilities and other benefits will be provided. With the passage of time efforts will be made to make the area more attractive for living. Moreover, as the Hospital is going to deliver new initiatives, the donors contributions is expected at high momentum. Fund raising policies mentioned in the financing Plan will be perused even after the hospital is completed and more will be developed with time and campaign for the purpose will be launched through possible ways. Community itself has showed their willingness for their contribution. |

Monitoring ad Evaluation: |
| |
Executive Board and Executive Committee will watch the progress of the project. They will ensure the completion of the project activities in time and in a proper manner. The Board of Trustees will ensure quality of material and equipment. Moreover, donors, community and local administration will always be welcomed for their surprise visits to ensure quality and quantity of work. In the end of the project, third party evaluation will be conducted to see the credibility of the work done. In general following methods will be applied.

For the preparation of the Project Proposal for the Shah Faisal Welfare Hospital, as per the Design of the Hospital Building, residential area and other facilities to be provided. The departments, number of the staff required, hospital management structure, daily patients turnover, ensuring availability of the latest Machinery for Operation theatres, pathology labs, radiology department, blood bank, ICU & CCU, all the departments to cater with all sorts of problems and emergency situation and patient is provided with all eh facilities at one place and hospital an exemplary one. - Inviting bids by different contractors having previous experience of hospital construction for proposed hospital constructions and
